Prime Minister David Cameron has completed his cabinet reshuffle and he has replaced Justine Greening as Transport Minister .
Greening is MP for Roehampton & Southfields, directly under the airport’s flight path , and her mission was to stop the development of a third runway at Heathrow Airport .In the end she was only able to prevent the government giving the green light in this parliament.
The question is now not when but how the Conservatives do a massive a u-turn on the third runway. It looks as if they want another enquiry to delay the decision until after the next election.
Patrick McLoughlin, who will take over as transport secretary, has declared he has an “open mind” on the expansion of Britain’s only hub airport, joining chancellor George Osborne in a cabinet which increasingly favours a third runway, with the business case trumping environmental concerns.
While the party will suffer in seats close to the airport, they have calculated the economic recovery must take precedence.
The business community has been baying for additional capacity to connect to growing markets in Asia and South America for years, and it now seems certain the Conservatives will include support for a third runway in their manifesto for the 2015 election.
Operating Heathrow as a ‘mixed-mode’ airport would increase capacity by as much as a quarter, but would again breach noise restrictions as planes approach from different directions.
Short-haul flights could also be barred from precious Heathrow landing slots, allowing only long-haul traffic to use limited resources. This might work in the short-term but is no solution.
Gatwick could be expanded, or even Stansted, with second runways at either. But, in reality, the UK can maintain only one hub airport.
‘Heathwick’ – a high-speed rail link between Gatwick and Heathrow – was swiftly rejected last year after being put forward by civil servants.
This would leave only Boris’s fantasy island in the Thames.
Not only is the planned location in one of the most congested flight paths in Europe, on the approach to Schiphol Airport in Amsterdam, that path covers five separate Special Protection Areas packed with wildlife.
Environmentalists could delay the project for years, while birds would also be hazardous to planes.
Funding for the £40 billion project is also far from assured, with some even suggesting a levy on planes landing at Heathrow could be imposed: a hard sell to British Airways, which would effectively be asked to pay for the demolition of its established base.
As for the transport connections? After the years it took to have Crossrail approved, it is hard to imagine Boris Island and its required infrastructure being approved by 2050, if ever.

Outspoken as always, leading Brexit campaigner Boris Johnson rose to the challenge earlier, with a statement from the mayor exclaiming: “The third runway would mean more traffic, more noise, more pollution – and a serious reduction in the quality of life for hundreds of thousands of people.
“We will fight this all the way. Even if a third runway was built, it would not do the job of meeting Britain’s needs.
“If we are to remain Europe’s premier business hub we need a new four-runway airport, preferably to the east of London, that addresses the problem of aviation capacity before it is too late, and business is driven into the arms of our European competitors.”
From the point of view of airports in Scotland like Edinburgh and Glasgow, any development which brings more passengers into Britain would be a good thing as a proportion of those flyers will terminate their journey in Scotland.

Outlander series 3 hits UK TV screens this week . Most of the first two series were shot in Scotland with five castles in particular featuring heavily.
1 Midhope Castle – Lallybroch
Those seeking a glimpse of the ancestral home of Jamie Fraser won’t find the real Lallybroch deep in the Highlands.
Scenes were shot at Midhope Castle on the fringes of the Hopetoun Estate near South Queensferry.
Midhope was built in the 15th Century and was built by John Martyne, laird of Medhope. It was rebuilt in the mid 1600s and remains much the same today.
Visitors are asked to admire Midhope from a distance as the interior remains largely derelict.
Midhope Castle is the external location for fictional Lallybroch, the family home of character Jamie Fraser , and it is located on the Hopetoun Estate . Midhope Castle dates back to the 15th Century and although the exterior is relatively intact the castle is derelict inside
2 Doune Castle – Castle Leoch
Originally dating to the 13th Century, Doune Castle near Stirling plays Castle Leoch, home to Colum MacKenzie and his clan.
It also features in the 20th century episode when Claire and Frank Randall visit the castle on a day trip.
Once a Royal residence, Doune Castle was rebuilt by Robert Stewart, Duke of Albany in the late 14th Century.
Doune has appeared several times on screen and was widely used in Monty Python and the Holy Grail. It also represented the castle Winterfell in Game of Thrones.
3 Linlithgow Palace – Wentworth Prison
This royal pleasure palace and birthplace of Mary Queen of Scots became the backdrop for some of the most harrowing scenes of the show.
Depicted as Wentworth Prison, the prison corridors and entrance were used in episode 15 of the first series when Jamie Fraser was brutally incarcerated by his adversary, Black Jack Randall.
Built in the 1400s and 1500s, the now-ruined palace is set among the spectacular surrounds of Linlithgow Loch and Peel.
4 Aberdour Castle – Sainte Anne de Beaupré’s monastery
The Kingdom of Fife posed as the north of France in Season One when Aberdour – possibly Scotland’s oldest standing castle, was depicted as The Abbey of Ste. Anne de Beaupré.
The fictional Benedictine monastery is where Jamie Fraser was taken to recover from his ordeal at Wentworth Prison, Happily, one of his six uncles was an abbot there.
The Old Kitchen and Long Gallery at Aberdour, in the village of Easter Aberdour, feature in the show.
The original hall house of Aberdour was built around 1200 by Alan de Mortimer with the castle largely the creation of the Douglas Earls of Morton, who held Aberdour from the 14th century.
5 Blackness Castle – Fort William army headquarters
One of Scotland’s most impressive strongholds, Blackness Castle near Linlithgow was used as the Fort William headquarters of Black Jack Randall.
The 15th-century ex-artillery fortress overlooks the Firth of Forth and is known as “the ship that never sailed” due to its unusual shape.
It was built in the 15th century by one of Scotland’s most powerful families, the Crichtons.

The new visitor centre at the Kelpies in Helix Park , Scotland opens next month . The Kelpies sculptures in Falkirk were open to the public in April last year. Glasgow artist Andy Scott designed the Kelpies, with construction work on the 300-tonne, 98ft (30m) steel figures starting in 2013. The completion of the £5 million venture marked a significant stage in the £43 million Helix project, which aims to transform 865 acres of land between Falkirk and Grangemouth. The redevelopment was expected to attract an additional 350,000 visitors and add £1.5 million in annual tourism spend to the area, according to those behind the project. The number of visitors to the area are expected to reach 1 million by May 2015 . The Easter holidays have seen bumper crowds coming to the Kelpies with families coming from all over Scotland to see the sculptures and take the tour. . Work has started on a new visitor centre at the Kelpies which should be completed in a few months time
The Helix Park is a major attraction if you visit Falkirk , with 27 kilometres ( 17 miles ) of cycleways and footpaths , making it an ideal resort for families as well as walkers and cyclists. The Park is on the route of the new John Muir Way which goes from Dunbar , Muir’s home town , to the west coast of Scotland . The Helix Park in Grangemouth covers a greenspace of almost 300 hectares. Opening up Scotland’s canal network, the Helix will also offer an outdoor recreational area filled with woodland, park, watersports lagoon, pathways, cycleways, and the hugely anticipated 30m landmark scupltures, the Kelpies.
The aim of the project is to transform under-used land between Falkirk and Grangemouth into a thriving urban greenspace , “The Helix”. This includes a performance area, on which large scale events can be held, facilities for watersports provided by the construction of a large lagoon, all surrounded by play areas and high quality pathways.
The Kelpies will be a major tourist attraction in the same way the Falkirk Wheel is , but with no cafe or restaurant facilities visitors may spend little or nothing in the area . The performance area, which could host large scale events , has potential to bring in revenue to the area , although it is not clear just how much . Callendar Park used to host the Big in Falkirk music and arts festival . Recently Falkirk stadium has hosted concerts by Elton John and Rod Stewart .
The final element of the Helix is giant new playpark. A set of giant wooden tepee-like structures making up the adventure zone will tower over the park.
Falkirk Council has signed off the £377,000 tender for the playpark .
Councillors were told the Helix Park is considered a “destination” for play and the design had to show it could cope with a large volume of use from children aged from three to 14, be as iconic as the park itself and the Kelpies, use materials in keeping with the park which were also durable and be innovative.
Rhona Geisler, director of development services, said: “This will be one of the prime play areas in Scotland and it is expected to be widely used.
“There was a lot of community consultation and feedback about what would be required.
“This product has been selected because of durability and is expected to last for 40 years.”
She added it is hoped the project, which is being part-funded by sportscotland, will be a “great” attraction for youngsters.
A spectacular night-time arts event called HOME launched both the opening of the John Muir Way and the international launch of The Kelpies prior to their opening to the public . On two evenings, 17th and 18th April, a selection of one-off, specially-commissioned night-time artworks illuminated Helix Park, as thousands gathered round the iconic Kelpies for an extraordinary animation of the colossal 300 tonne, 30 metre-high sculptures backed by a pulsating soundtrack.
Groupe F – the pyrotechnic maestros who worked at Big in Falkirk as well as the Millennium illumination of the Eiffel Tower – brought the monuments to horse-powered heritage to life with a dazzling light, flame and sound performance.
Funding was provided by the Big Lottery Fund Living Landmarks programme. In 2005 the Helix project was awarded one of the top four prizes, which kick-started the £43 million project. The plans include a new 950-yard (870 m) section of canal, which joins the river below the four fixed bridges at a new sea lock. A new bridge under the M9 motorway has been constructed by cut and cover methods, and a lift bridge has been inserted into the A905 road. Two high-pressure oil pipelines which cross the area to feed the refinery at Grangemouth have been re-routed .
